My phone is Google Pixel 5, I'm on the latest beta of Android 13, buds are on the latest firmware. The XM3 ANC felt similar to me. Very strange. For some reason, the Bluetooth call volume is really low on Pixel 6 Pro. After that I used the Buds volume touch swipe to increase it further.
